Statement on TxDOT Medium and Heavy-Duty Electric Vehicle Charging Infrastructure Report

(TEXAS) – Today, the Texas Department of Transportation (TxDOT) published and distributed a report to the public and the Legislature with findings and recommendations for deploying zero-emission medium and heavy-duty vehicle (MHDV) charging infrastructure.

The report is the final work product of the interagency task force that was convened in accordance with Rider 48 of TxDOT’s bill pattern in the 2024-2025 state budget, which Rep. Armando Walle (House District 140) authored and championed last Session.

Among other key findings, the report included the following recommendations:

  1. Create an Electric Truck Advisory Committee to help develop a comprehensive state plan for MHDV infrastructure that includes clear goals, timelines and metrics for success;

  2. Support and expand MHDV policies that deliver efficiency and effectiveness to the industry — including state incentives through existing funds and uniform permitting systems; and

  3. Hire staff for the PUC to develop new rulemaking for MHDVs in areas such as managing charging, building infrastructure and improving modeling efforts to ensure grid reliability.

Rep. Walle, who serves as the House Appropriations Subcommittee Chair on Articles VI, VII & VIII and participated in the task force, released the following statement in response:

“It is critical Texas remains a driver for innovation and opportunity, and our state must keep pace with the expansion of zero emission vehicles across all industries. I am proud to have worked with agencies, companies and experts on this report to send a strong signal that Texas is prepared to be an economic leader on this front and foster an environment that will support business development, create jobs and reduce emissions for generations to come.”
