Rep. Armando Walle Pre-Files 19 Bills Ahead of the 89th Legislative Session

(Austin, TEXAS) – Today marks the first day legislators may pre-file bills for the upcoming 89th Regular Session of the Legislature. Rep. Armando Walle (House District 140), a Democratic representative out of Houston beginning his ninth term in office, has submitted 19 bills for pre-filing that represent key areas of his legislative agenda.

Rep. Walle released the following statement regarding his pre-filed legislation:

“Each representative has a responsibility to craft a legislative portfolio that responds to the needs of their constituents, and I take that job seriously. Over the interim, I met with families, teachers, business-owners, advocates and experts in my district to determine how I can best serve the people of HD 140. It is an honor to pre-file legislation today that I sincerely believe will foster economic opportunity, improve health outcomes and support the Texas families that call North Houston/Aldine home.”

Rep. Walle will continue to prepare and file other legislation in the lead-up to and during the Session. Among other priorities, his current list of pre-filed bills includes:

  • Combating food insecurity by streamlining recertification for eligible Texans receiving Supplemental Nutrition Assistance Program (SNAP) benefits;

  • Ensuring fair wages for working Texans by increasing stagnating minimum wages to at least $15 per hour;

  • Streamlining monitoring of concrete batch plants by permitting a legislator and affected person to together request the Texas Commission on Environmental Quality prioritize inspection of a plant;

  • Protecting residents from noise pollution by permitting Harris County to enforce noise ordinances; and

  • Improving health benefits for women and families by expanding insurance coverage for IVF treatments to all state employees — including teachers.
